source: linkProject Rainier is Amazon's roughly 1,200-acre data-center campus in New Carlisle, Indiana, built for a single purpose: training and running Anthropic's Claude models. AWS activated it in October 2025 with close to 500,000 of Amazon's custom Trainium2 chips across seven buildings, calling it more than five times the compute Anthropic used for its prior models. The full campus is designed for about 2.2 gigawatts, and Amazon has invested roughly $8 billion in Anthropic, which has committed to spending more than $100 billion on AWS.
The bill is landing locally. St. Joseph County granted a 35-year package worth about $4 billion, with roughly $1.9 billion in net savings to Amazon, and state records show Amazon claimed $560.9 million in sales-tax exemptions in 2025 alone. In March 2026, four of five Republican county council members asked Amazon to renegotiate the break.
Power comes from Indiana Michigan Power on a coal-and-gas grid, under an IURC large-load settlement meant to keep costs off existing ratepayers. Water is the live fight: the data center and a neighboring battery plant were granted up to 24 million gallons a day from the Kankakee aquifer, and a separate request to pump 35 million gallons a day to dewater the construction site was tabled by the county over watershed concerns.
